Sharyn Rootenberg is a highly experienced and persuasive brief writer, an excellent oral advocate, and expert legal researcher. Specializing in all phases of appellate practice, she comes to H & R following a long and distinguished career as an attorney in the Appeals Division of the New York City Law Department. For over 18 years, Ms. Rootenberg zealously represented the City of New York and its agencies in areas including constitutional, tort, employment, and administrative law, as well as in medical malpractice, child abuse and neglect, and juvenile delinquency proceedings. She has authored and argued hundreds of appeals in state and federal courts, including the New York State Court of Appeals and the Second Circuit Court of Appeals, and has petitioned the United States Supreme Court in cases of first impression.

Ms. Rootenberg is also a skilled arbitrator and mediator, having been adjudicating binding determinations against individuals and small businesses as a volunteer arbitrator in the Small Claims Part of the New York City Civil Court for nearly a decade. She has been an adjunct professor at the Benjamin N. Cardozo School of Law for many years, where she earned a reputation for not only being an able presenter and lecturer but also cleverly hiding lessons in unique, engaging, and memorable ways. Finally, Ms. Rootenberg continues to serve the City and her community as the Deputy Chief of the New York City Office of Emergency Management’s Community Emergency Response Team (“CERT”), covering Manhattan Community Board Districts 4 and 5. Trained in emergency and disaster response, she stands ready to support her community and emergency services personnel whenever necessary.

Ms. Rootenberg has received numerous honors and awards over the years. Based on her outstanding record of success, in 2013 she joined the Martindale-Hubbell® Bar Register of Preeminent Women Lawyers™, exclusively for women attorneys who have received the highest possible rating in both legal ability and ethical standards from their peers. Ms. Rootenberg has a Bachelor of Arts degree from the State University of New York at Albany, where she graduated magna cum laude, and received her Juris Doctorate degree from the Benjamin N Cardozo School of Law in 1995. She is a member in good standing of the New York State Bar and is admitted to practice in the United State Supreme Court, the Court of Appeals for the Second Circuit, and the U.S. District Courts for the Southern and Eastern Districts of New York. She serves on the New York State Bar Association’s Committee on Courts of Appellate Jurisdiction and is a member of the American Bar Association, the New York Women’s Bar Association, the Association of Arbitrators, and the National Association of Professional Women.
